Japan defense chief briefs Okinawa about start of US Marines’ transfer to Guam
Japan’s defense chief has informed the governor of Okinawa that some US Marines have begun to relocate from the southwestern prefecture to the US territory of Guam.
日本の防衛庁長官は沖縄県知事に、米海兵隊の一部が沖縄県南西部から米領グアムへの移転を開始したことを伝えた。
Defense Minister Nakatani Gen met Okinawa Governor Tamaki Denny at the prefectural office on Sunday. The US Marine Corps said on Saturday that a detachment of about 100 logistics support members had started to relocate.
Nakatani told Tamaki that the first batch of Marines will relocate through next year as part of an agreement struck by the governments of Japan and the United States in 2006.
The deal is aimed at reducing Okinawa’s burden of hosting US military bases.
The current plan is to relocate more than 4,000 Marines and their families to Guam.
The transfer is part of a plan to relocate about 9,000 Marine Corps members from Okinawa to Guam and the US state of Hawaii.
Nakatani called the relocation program very important, saying Japan will carry it out in cooperation with the United States.
Tamaki said a clear plan to complete the relocation needs to be explained and steadily implemented. He asked Nakatani to urge the US to transfer all Marine training currently conducted in Okinawa to Guam and elsewhere.
The Marine Corps said the commencement of the transfer “signifies the first phase of relocating Marines to locations outside of Japan.”
It added that Washington and Tokyo “will continue to work together to strengthen deterrence and response capabilities of” their alliance while mitigating the impact on local communities, including those in Okinawa.
The Marine Corps plans to deploy a Marine Littoral Regiment to Guam within a few years as part of its realignment amid China’s enhanced missile capabilities.
MLRs conduct reconnaissance operations and launch attacks within enemy missile range in the event of emergencies.

中谷元・防衛相は日曜日、県庁で玉城デニー沖縄県知事と面会した。米海兵隊は土曜日に、約100人の後方支援部隊の分遣隊が移転を開始したと発表した。
仲谷氏は玉城知事に対し、2006年に日米両政府が結んだ協定の一環として、海兵隊の第一陣が来年にかけて移転する予定であると述べた。
この協定は、米軍基地を抱える沖縄の負担を軽減することを目的としている。
現在の計画では、4000人以上の海兵隊員とその家族をグアムに移転させることになっている。
この移転は、約9000人の海兵隊員を沖縄からグアムとアメリカのハワイ州に移転させる計画の一部である。
中谷氏は、この移転計画は非常に重要であり、日本は米国と協力しながら実施していくと述べた。
玉城氏は、移設を完了させるための明確な計画を説明し、着実に実行する必要があると述べた。また、現在沖縄で行われている海兵隊の訓練をすべてグアムなどに移転するようアメリカに働きかけるよう中谷氏に求めた。
海兵隊は、移転の開始は「海兵隊の日本国外への移転の第一段階を意味する」と述べた。
さらに、ワシントンと東京は、沖縄を含む地域社会への影響を緩和しつつ、「同盟の抑止力と対応能力を強化するために協力し続ける」と付け加えた。
海兵隊は、中国のミサイル能力強化に伴う再編の一環として、数年以内にグアムに海兵隊沿岸連隊を配備する計画だ。
MLRは偵察活動を行い、緊急時には敵のミサイル射程圏内に攻撃を仕掛ける。
