I’m Christy West. In today’s lesson, let’s learn another way to use the word, ‘with’. It might be the opposite of what you expect, but is extremely useful.

前置詞withのイメージを考えてみよう

ただ、ご質問の文では、file a complaint with the International Court of Justice「国際司法裁判所に提訴する」なので、少し意味合いが違います。
file a complaint with …は「～（裁判所など）に苦情を申し立てる、提訴する」という表現です。この場合のwithは、「～に対して、～を相手として」というイメージでしょう。against に近いと思います。
実はこのagainstがwithの最も古い意味であり、千年ぐらい前はもっぱらこのような意味で使われていたようです。file a complaint with …などの表現は、その名残なのでしょう。
