Fans of Japan’s shinkansen bullet trains are getting ready to bid farewell to a colorful icon of the tracks. Railway operators say they will phase out the so-called “Doctor Yellow” inspection cars.
The eye-catching seven-car vehicle was created based on the shinkansen. It’s off-limits to ordinary passengers and operates only once about every 10 days. Seeing it is said to bring happiness, and it has become popular among railway fans.
The cars are used on tracks between Tokyo Station and Hakata Station in Fukuoka Prefecture. Central Japan Railway plans to retire theirs in January. West Japan Railway will do the same in 2027 or later.
Going forward, inspections will be carried out with devices installed on regularly operating shinkansen trains.

黄色の車体から「ドクターイエロー」の愛称で親しまれている新幹線の検査専用車両が、老朽化などを理由に引退することになりました。
(The Shinkansen inspection-only train, nicknamed “Doctor Yellow” for its yellow body, will be retired due to aging and other reasons.)
bullet 「（拳銃、銃の）弾丸」bullet train は文字どおりに 「弾丸列車」ですが、日本の新幹線を指す言葉として定着しています。
get ready to -「～する準備をする」例えば get ready to go out と言えば、「出かける準備をする」
bid farewell to -「～に別れを告げる」
bid 「～を言う、（挨拶などを）述べる」という意味の動詞ですが、say よりずっとフォーマルで古めかしい言葉目的語も大抵決まっていて、 farewell のほかには、goodbye「さようなら」やgood night「おやすみ」、good morning「おはよう」など挨拶のフレーズです。
bid … good night「（誰かに）おやすみなさいと言う」
iconには、ここでのように「人々の憧れや崇拝の対象」という意味があります。
railway operators「鉄道運行会社」とは、具体的には、ドクターイエローの車両を保有するＪＲ東海とＪＲ西日本
phase out 「徐々に、段階的に廃止する」逆に、「段階的に少しずつ導入する」という場合は phase in で表せます。

so-called 「いわゆる」ここでのように通称や俗称を紹介するときに使いますが、「本来そう呼ぶに値しないが」という軽蔑や不信の念を込めて使うこともあります。

Doctor Yellow「ドクターイエロー」、東海道・山陽新幹線の線路を営業車両と同じ速度や条件で走行しながら、線路にゆがみがないかや設備に異常がないかなどを検査する車両です。(Doctor Yellow” is a vehicle that runs on the Tokaido and Sanyo Shinkansen tracks at the same speed and under the same conditions as commercial trains, inspecting the tracks for distortions and equipment for abnormalities.)

ドクターイエローは、イベントなどを除けば一般の客は乗ることができず時刻表も公表されていないため、鉄道ファンなどの間で 「見かけると幸せが訪れる」と言われ、人気を集めてきました。(Because the Doctor Yellow is not available to the general public except for events, and its timetable is not published, it has gained popularity among railroad fans and others who say that seeing it brings them happiness.)
seeing it「それを見ること」が、このセンテンスの前半部分の主語
bring happiness 「幸福をもたらす」
日本語の「鉄道ファン」や「鉄道オタク」に当てはまる英語には、railway fan のほか、railfan、train enthusiast、train buff、train geek などさまざまな表現があります。イギリス英語では、trainspotter （自分が見た列車の型や番号を記録することが趣味の人）という言葉もあります。
track 「列車の線路」
track には比喩的な使い方もあり、(be) on track for -,「（～に向けて）軌道に乗っている」
自動詞として「引退する、退職する」としても使われる retire ですが、ここでは他動詞で「引退させる、退役させる」retire はまた、「（商品を）市場から下げる、撤退する、ラインナップから外す」などの意味でも使います。
will 「〜するつもりである」という意味で、意志や決断
do the same 「同じことをする」retire theirs の繰り返しを避けて、このセンテンスでは… will do the sameとしています。
