Survey: 8.4 billion dollars bet annually in Japan at illegal cyber-casinos

Police in Japan have conducted their first-ever survey on online gambling, and they estimate that around 3.36 million people in the country have placed bets at cyber-casinos. They estimate that the total amount bet annually is about 8.4 billion dollars.
The National Police Agency conducted an online survey involving more than 27,000 people in Japan. The participants were 15 to 79 years old. Japanese law forbids people from gambling online, even if the operator of the cyber site is based somewhere overseas, where online gambling is legal.
The agency said 2 percent of the respondents replied that they were currently using online gambling sites. It estimates that about 1,967,000 people are currently using such sites nationwide. The total number, including those who say they previously gambled online, is estimated to be around 3,368,000.
The average amount bet monthly by 500 people who gambled online was 52,000 yen, or about 350 dollars. The total amount bet annually by users nationwide was estimated to be about 1.24 trillion yen, or about 8.4 billion dollars.
Sixty percent of the people who either currently gamble online or who have done so in the past say they recognize that they are addicted to gambling. Forty-six percent say they have borrowed money from consumer financing services, family members or acquaintances. In both cases, the percentages tend to be higher among the younger generations.
Seven thousand online casino users and non-users were asked if they were aware that online gambling is illegal. Forty-four percent responded that they were unaware.
An analysis of cyber-casino sites overseas has revealed that some sites only use the Japanese language or are accessed primarily from Japan. This suggests that the Japanese market is being targeted.
The National Police Agency said the survey shows that illegal gambling is widespread. It noted that it is taking the matter seriously.
The agency said it intends to raise awareness that online casinos are illegal. It noted that it will consult with relevant ministries and consider restricting access to the websites. The agency added that it plans to inform celebrities that they should not become promoters of online gambling.

現在オンライン賭博をしている、または過去にしていた人の60％が、自分がギャンブル依存症であることを自覚していると回答しました。また、46％が消費者金融や家族、知人から借金をしたことがあると答えました。これらの割合は、特に若い世代で高い傾向にあります。
オンラインカジノの利用者と非利用者合わせて7,000人を対象に、「オンライン賭博が違法であることを知っているか」と尋ねたところ、44％が「知らなかった」と答えました。
海外のオンラインカジノサイトを分析した結果、日本語のみを使用しているサイトや、日本からのアクセスが中心となっているサイトがあることが判明しました。これは、日本市場がターゲットにされていることを示唆しています。
警察庁は、この調査結果から違法賭博が広く行われていることが分かったとし、事態を重く受け止めていると述べました。また、オンラインカジノが違法であることを周知する取り組みを強化し、関係省庁と協議してサイトへのアクセス制限を検討する方針を示しました。さらに、著名人がオンライン賭博の宣伝に関わらないよう注意を促す考えも示しました。
