大統領の弾劾を求める議案が12月7日国会での投票に与党のほとんどの議員が参加しなかった結果、廃案となったというニュースです。
その後2回目の採決で弾劾議案が可決されましたよね。
そうですね。今回学習するのはその前、12月7日時点のニュースです。

その後,韓国の国会が非常改憲を解除するように要求する決議案を可決すると、ユン大統領は次の日の朝早くに非常改憲令を解除すると発表したという経緯がありました。
Naomi:
そして martial law 戒厳令というふうにありましたけれども、これ具体的にはどんなことなんでしょうか？
Maeshima:
戒厳令、なかなか重い言葉なんですが、通常戒厳令とはかつての日本の226事件のように、これはもう東京全体を止めないと大きなことになってしまう、というような判断で発令されるものです。
Naomi:
はい。
Maeshima:
戒厳令が発令されると、一切の政治活動、 political activities が禁止され、すべての報道出版は統制を受け、違反した場合は例状なしに逮捕、拘留、家宅捜索、これは house searches と言いますけれども、それが行われることになって処罰することもできるということになってしまいます。
Naomi:
はい。戒厳令、かなり強い措置だっていうことですよね。
Maeshima:
強いんです。
Naomi:
これで韓国は大混乱になっていたっていうことなんですよね。これ本文にもありましたよね
