Japan minister suggests regulating online disinformation

Japan’s communications minister has indicated that the government will consider taking steps to regulate misinformation and disinformation on the Internet when necessary.
日本の総務大臣は、インターネット上の誤報や偽情報を規制するための措置を、必要に応じて講じることを検討する考えを示した。
Internal Affairs and Communications Minister Murakami Seiichiro told reporters on Friday that the government will systematically review how to respond to such information, taking into consideration freedom of expression, which is guaranteed under the Constitution.
The minister went on to say that the government also aims to carry out comprehensive measures to address problems, take steps to enhance the digital literacy of people across generations and develop technologies to deal with disinformation and misinformation.
The minister addressed the role of social media in election campaigns. He said some have pointed out that it can be used to slander candidates and others by quickly spreading false information.
Murakami maintained that each party and parliamentary group needs to discuss the issue of regulating social media because it is an important issue that concerns freedom of expression.

村上誠一郎総務相は20日、記者団に対し、憲法で保障された表現の自由を考慮し、こうした情報への対応策を体系的に検討すると述べた。
村上大臣はさらに、政府は総合的な対策を実施し、世代を超えた人々のデジタルリテラシーを高めるための措置を講じ、偽情報や誤報に対処する技術を開発することも目指していると述べた。
大臣は、選挙運動におけるソーシャルメディアの役割を取り上げた。同氏は、偽情報を素早く拡散することで、候補者や他人を中傷するために利用される可能性を指摘する声もあると述べた。
村上大臣は、ソーシャルメディア規制の問題は表現の自由に関わる重要な問題であるため、各党や議員連盟で議論する必要があると主張した。
