Kim Jong Un visits flood site to mark completion of housing
North Korea says its leader Kim Jong Un has visited a northwestern province that was devastated by heavy rain in late July. Kim delivered a speech at a ceremony to mark the completion of housing for flood victims.
北朝鮮は、金正恩委員長が7月下旬に豪雨で壊滅的な被害を受けた北西部の地方を訪問したと発表した。金正恩委員長は、洪水被災者のための住宅完成記念式典で演説を行った。
The ruling Workers’ Party newspaper, Rodong Sinmun, reported on Kim’s visit to North Phyongan Province on Saturday.
In his speech, Kim reportedly apologized that it took until this cold year-end to complete the residences. He described the flood damage as a man-made disaster, attributing it to the nation’s poor disaster prevention agencies and the irresponsibility of senior officials. He also called for self-reflection and promised to continue to work on the recovery of disaster-hit areas. He added that he will improve the government’s disaster response.
Kim also reportedly said the government has been undertaking recovery work on its own, even though several countries and international organizations offered assistance. He said he declined the offers in order to become better equipped to respond to future crises.
Observers say the North Korea leader highlighted the government’s efforts to his domestic audience, apparently to unify the country ahead of the ruling party’s Central Committee’s plenary session slated for this week.

与党・労働党機関紙『労動新聞』は土曜日に金正恩の平安北道訪問を報じた。
演説の中で金委員長は、住宅の完成にこの寒い年末までかかったことを詫びたという。また、今回の洪水被害は人災であり、国の防災機関の不備と高官たちの無責任が原因だと述べた。また、自省を呼びかけ、被災地の復興に引き続き取り組むことを約束した。さらに、政府の災害対応を改善すると付け加えた。
