South Korea’s Justice Ministry says it has banned President Yoon Suk-yeol from leaving the country in response to an investigative body’s request. It comes while his ruling party has reportedly been holding a plenary emergency meeting to discuss his resignation over his brief imposition of emergency martial law last week.
韓国の法務省は、調査機関の要請に応じ、尹錫烈（ユン・ソクヨル）大統領の出国を禁止したと発表した。先週、与党が緊急戒厳令を短期間発動したことで、大統領の辞任を協議するための緊急全体会議が開かれていると報じられているなかでのことだ。
Yonhap News Agency reports that the party members are likely to discuss a roadmap for Yoon’s early removal and how to respond to citizens’ demands after the failure of an impeachment motion.
Prosecutors say they are investigating the president on allegations of treason and abuse of power. They are also questioning Former Defense Minister Kim Yong-hyun on suspicion of advising Yoon to declare martial law.
The head of a special investigation headquarters in the country’s prosecutors’ office told reporters on Sunday that they registered Yoon as a suspect, saying that “numerous complaints have been submitted and an investigation is underway in accordance with the process.” They set up the special team following accusations by the opposition parties.
Kim was detained on Sunday, after presenting himself for questioning by prosecutors. He allegedly called on Yoon to declare martial law.
Kim and Yoon reportedly attended the same high school, with the former defense minister being one year senior. He was reportedly the closest aide to the president.
Meanwhile, the head of a special forces unit involved in the martial law enforcement told reporters on Monday that he received an order from his commander to storm the National Assembly right after Yoon declared martial law Tuesday night.
He called the troops of the unit “unfortunate victims” who were used by the former defense minister.
Interior and Safety Minister Lee Sang-min offered to step down on Sunday. Lee acknowledged in a statement that he had not adequately assisted Yoon and apologized to the people. Lee was also accused of treason and other illegal acts.
Ruling People Power Party leader Han Dong-hoon released a joint statement with Prime Minister Han Duck-soo on Sunday.
The PPP leader said the majority of the public believe Yoon should step down because he is unable to govern adequately for the remainder of his term.
He added the president should not take part in state affairs, including diplomacy, even before his departure. He also vowed to ensure a thorough and transparent investigation into the political turmoil.
But a defense ministry spokesperson said the control of the country’s military currently lies with the president.
Democratic Party chief Lee Jae-myung, the largest opposition party, says if the prime minister and the head of the governing party take over state affairs without constitutional or legal grounds, this would constitute a “secondary rebellious act.” He says they will definitely carry out Yoon’s impeachment.
The Democratic Party plans to submit another impeachment motion against Yoon and to vote on it on Saturday.
Protestors have continued to take to the street in front of the National Assembly in Seoul after the impeachment motion failed because there were not enough lawmakers in the chamber to vote.
One woman said: “I doubt that a president who cannot take responsibility for his actions can stay in office. I wonder if he feels ashamed of himself.” A man said, “Yoon should be impeached and the ruling party should be dissolved.”

聯合ニュースによれば、党員たちは尹大統領の早期罷免に向けたロードマップと、弾劾訴追が失敗した後の市民の要求への対応について話し合うようだ。
検察は、国家反逆罪と職権乱用の疑いで大統領を捜査しているという。また、尹大統領に戒厳令を布告するよう進言した疑いで、金英鉉元国防相の取り調べも行っている。
検察庁の特別捜査本部長は記者団に対し、尹容疑者を容疑者として登録したことを明らかにした。野党の告発を受けて特別チームを設置した。
キム容疑者は検察の取り調べに出頭した後、日曜日に拘束された。彼はユン大統領に戒厳令を宣言するよう求めたとされる。
キム元国防相とユン元国防相は同じ高校に通っており、ユン元国防相は1年先輩だった。彼は大統領に最も近い側近だったと伝えられている。
一方、戒厳令発動に関与した特殊部隊の部隊長は月曜日、記者団に対し、ユン大統領が火曜日の夜に戒厳令を宣言した直後に、指揮官から国会を襲撃するよう命令を受けたと語った。

最大野党である民主党の李在明代表は、首相と政権与党の党首が憲法や法的根拠なしに国政を掌握するならば、それは 「二次的な反逆行為 」に当たると述べている。彼は、ユン大統領の弾劾を必ず実行に移すと言っている。
民主党はユン氏に対する弾劾訴追案を再度提出し、土曜日に採決する予定だ。
ソウルの国会前では、採決に必要な議員の数が足りず弾劾案が否決された後も、デモ隊が路上で抗議活動を続けている。
ある女性は言った： 「自分の行動に責任を持てない大統領が、大統領の座に居続けることができるのか疑問です。恥ずかしいと思っているのでしょうか」。ある男性は、「ユンを弾劾し、与党を解散すべきだ 」と言った。
