The Mainichi News : Japan issues arrest warrant for mom of 12-yr-old Thai girl forced to work at massage parlor

TOKYO — Police have obtained an arrest warrant for the mother of a 12-year-old Thai girl who was illegally forced to work at a private-room massage parlor in the Japanese capital, the Mainichi Shimbun has learned.
The Metropolitan Police Department (MPD)’s safety division obtained the arrest warrant for the mother, aged 29, on Nov. 11. She is suspected of violating the Child Welfare Act by handing over her daughter to the parlor’s operator — Masayuki Hosono, 51, who has already been arrested for alleged violations of child labor laws — despite being aware of the possibility that she could be made to perform sexual massages.
According to the MPD, the mother brought her daughter from northern Thailand to Japan on June 27 and took her to a private-room massage parlor in Tokyo’s Yushima area. The mother allegedly told her, “You stay here and work,” and, “It ends when you make the customer ejaculate,” before leaving Japan on July 11. Over the course of a month, the girl was apparently forced to provide sexual massages to nearly 60 customers.
The case has developed into an international human trafficking issue, with senior Thai police officials traveling to Japan to coordinate the investigation with the MPD. Police believe a broker organization facilitated the mother’s travel to Japan and introduced her to the massage parlor.
The incident came to light in September when the girl went to the Tokyo Regional Immigration Bureau in Minato Ward by herself to seek help.
According to Thai media and investigative sources in Taiwan, after returning to Thailand, the mother traveled to Taoyuan, northern Taiwan, in September, where she was arrested by local police on suspicion of involvement in prostitution. She is currently being held by Taiwan’s immigration authorities and is expected to be deported to Thailand.
Meanwhile, the case has been reported as a “tragedy” in Thailand. On Nov. 11, Thai police executives visited Japan and met with senior investigators from the National Police Agency and the MPD. According to sources close to the police, Japanese authorities have requested that the mother be extradited directly from Taiwan to Japan.

警視庁によると、母親は6月27日に娘をタイ北部から日本に連れて来て、東京・湯島の個室マッサージ店に連れて行った。母親は「ここにいて働きなさい」「お客さんを射精させたら終わりよ」と娘に言い残し、7月11日に日本を出国したという。約1か月の間に、少女はおよそ60人の客に性的マッサージを強要されたとみられる。
この事件は国際的な人身売買問題に発展しており、タイ警察の幹部が来日して警視庁と捜査の調整を行っている。警察は、母親の日本渡航を仲介したブローカー組織が存在するとみている。
