New rules for leaving Ukraine accelerate exodus of a generation of young adults
A law passed at the end of August allowing men aged 18 to 22 to temporarily leave Ukrainian territory has enabled young people to maintain ties with their families. But the measure has raised concerns among military officials and business leaders.
Dmytro Kniaziouk had finally resigned himself to the idea that he would not see his country again until the war was over. Living in Poland for two years, the 20-year-old refused to return to Ukraine out of fear that he would not be able to leave again, as the rules in place since the Russian invasion barred men of legal age up to 60 from crossing the border. But a law passed on August 26 allowing men aged 18 to 22 to leave Ukraine ultimately gave him the chance to come home for a short visit. All it took was boarding a bus in Warsaw headed for Zviahel, a small town West of Kyiv. After nearly 16 hours on the road he arrived, where his family was waiting for him in tears.
This relaxation of rules is specifically intended to allow young Ukrainians to maintain ties with their homeland, as millions of their compatriots have settled abroad since the start of the invasion – 5.2 million at the beginning of 2025, according to the Ukrainian think tank Centre for Economic Strategy. “We want Ukrainians to maintain their connection to Ukraine as much as possible,” explained Prime Minister Yulia Svyrydenko on August 26
