この文で be nullified と動詞の原形が使われている理由は、「要求・提案・命令」などを表す動詞の後の that 節では、仮定法現在（動詞の原形）を使う

demand（要求する）の文法ルール
英語では、「〜すべきだ」「〜するように」と強く働きかける意味を持つ動詞（demand, suggest, insist, request, order など）の後に続く that 節の中では、動詞の原形（仮定法現在）を使用します。
should の省略
イギリス英語や伝統的な英語： that the rule should be nullified のように should を入れることが一般的です。
アメリカ英語（および現代の英語全般）： should を省略して動詞の原形のみ（be）を置くのが一般的です。
つまり、もともとは以下のような形であったと考えると分かりやすいです。
… demanding that the rule (should) be nullified.
ここで should が省略された結果、主語が the rule（単数形）であっても、is や was ではなく原形の be が残っています。
同様のルールが適用される主な動詞
要求: demand, require, request
提案: suggest, propose, recommend
命令・決定: order, command, decide, insist
They suggested that he take a rest.（彼らは彼が休むことを提案した）
※ takes や took ではなく原形の take
She insisted that the meeting be postponed.（彼女は会議が延期されるよう主張した）
